Study: Climate (Un)ambition in South East Europe

This paper assesses the recent draft National Energy and Climate Plans (NECPs) of the Member States of South East Europe (SEE): Bulgaria, Croatia, Greece and Romania. The authors assess the ambitiousness and credibility of each plan in terms of effective decarbonisation. To this end, they analyse the countries’ assumptions regarding power system development, their final energy consumption trends and their emission reduction efforts in non-ETS sectors (buildings and transport). The authors then make concrete recommendations for the Commission and for national governments on how to improve their NECPs before final submission.
